Intendenta descarta que nueva compra de cajas de alimentos involucre recursos regionales

En esta oportunidad se privilegiará a las familias de las personas diagnosticadas con coronavirus que pertenezcan a la Red de Protección Social. En la primera fase, el Consejo Regional (Core) fue el organismo que apalancó los fondos con una inversión de al menos $2.831 millones, solo en la adquisición de los alimentos.

Su “financiamiento, en esta oportunidad, no será con recursos regionales”. Así de tajante fue la Intendenta de Coquimbo, Lucía Pinto, quien consultada por Semanario Tiempo por el origen de los fondos que ayudarán a materializar la compra y distribución de las nuevas cajas de alimentos, anunciadas por el presidente Sebastián Piñera, el domingo 12 de julio, no provendrán de la zona.
El viernes 05 de junio, este medio publicó que la primera parte del programa Alimentos para Chile, creado por el Ejecutivo para contrarrestar los efectos de la crisis económica en las familias por la pandemia, contemplaba una inversión de al menos $2.831 millones solo en la adquisición de las casi 81 mil unidades que se repartieron en las quince comunas. Los recursos, sin embargo, fueron suministrados por el Consejo Regional (Core) de Coquimbo, organismo que por el coronavirus ha destinado unos $4 mil millones.


Ello, según comentó la presidenta del Core, Adriana Peñafiel, luego de una reorientación de los recursos de la línea de los fondos concursables que se destinaban a cultura, deporte y medio ambiente, en iniciativas que las comunas ejecutaban con actividades abiertas, masivas y presenciales a la comunidad, obviamente que en esta época “no se pueden realizar” por la pandemia.
“El anuncio del Presidente (Sebastián) Piñera sobre esta segunda entrega de cajas de alimentos, considera 3 millones de canastas para todo Chile, de las que la mitad será destinada a regiones. Una segunda fase de este apoyo que va directo a los hogares, y cuyo financiamiento en esta oportunidad no será con recursos regionales. Hoy estamos trabajando en definir detalles y logística para poder informar a la comunidad sobre cómo se implementará la nueva etapa de la campaña Alimentos para Chile, que forma parte de la Red de Protección Social”, explicó la Intendenta Pinto.
Anteriormente, el Ejecutivo local fijó criterios para la entrega de las cajas, que correspondieron a adultos mayores; hogares con al menos un adulto mayor y hogares con al menos un menor de 18 años, todos correspondientes al 40% de la población más vulnerable, inscritos en el Registro Social de Hogares. En esta oportunidad, Pinto agregó que habrá un factor adicional y preferencial, pensado en aquellas familias de las personas diagnosticadas con coronavirus.
Consultado a la Intendencia de Coquimbo sobre cuántas cajas de alimentos prevén entregar en la región de Coquimbo en esta segunda etapa; cuándo será el momento que proyectan la primera distribución y qué rol tendrán los municipios, el organismo no aportó mayores antecedentes.

Cifras
La primera entrega comenzó el lunes 8 de junio en las quince comunas y contempló un cronograma inicial de dos semanas que debió extenderse por problemas en la llegada de camiones, provisiones alimenticias, factores climáticos con los eventos de lluvias y la logística que se ejecutó en un esfuerzo “inédito” a nivel local, como catalogaron las autoridades en su momento.
Pese a ello, Semanario Tiempo publicó que ese esfuerzo requirió 825 vehículos de las Secretarías Regionales Ministeriales, los municipios y el Ejército, y sumó además unos 450 funcionarios públicos.
El Gobierno Regional también solicitó tres nóminas para mantener el control de la ayuda: una para quién reciba la caja de alimentos; otra para rendir cuentas al Gobierno Regional y otra para la recepción de cajas en los puntos de acopio. Hubo 15 puntos de aprovisionamiento de las cajas de alimentos facilitados por cada comuna.
En ese sentido, también se elaboró protocolos y recomendaciones para evitar el contagio entre quienes participaron en la entrega (medición de la temperatura al personal, uso de mascarillas, guantes y alcohol gel).
Por su parte, la distribución de las cajas de alimentos recayó en los municipios, quienes prepararon previamente una “hoja de ruta” y un protocolo especial, procurando principalmente en el distanciamiento con el beneficiado.
